Blog Help

I need help! If anybody is reading this that knows anything about blogs - I need help! How do I add the blogs that I follow and how do I add that I am following the blog on those people's page?? Any other tips on how to edit the webpage would be grealty appreciated. I am new to this blogging world and don't really know what I am doing.
